"Since March of 2008, the Washington State Fusion Center (WSFC) has been involved in a consulting project, funded by the Urban Area Security Initiative, to develop a collaborative partnership with local, state and federal agencies and non-governmental partners to meet the Northwest Region’s and homeland security objectives. To meet this need, the Washington Joint Analytical Center and the Seattle Urban Area Security Initiative combined to form a unified Washington State Fusion Center."
"The Washington State Fusion Center (WSFC) will use an information-technology-enabled capability to gather information from local agencies and share it statewide and with federal agencies. These agencies work in close proximity to receive, integrate and analyze information and intelligence, which can be instrumental in improving the quality of intelligence. Law enforcement recognizes a wide variety of criminal activities may precede a terrorist incident. The discovery and interruption of these activities can prevent or disrupt a terrorist act. Thus, the WSFC takes an “all crimes” approach to terrorism prevention. The sharing of information allows it to be analyzed more effectively and will increase law enforcement’s ability to “connect the dots.”"

(Local municipal police departments and Sheriff's Offices generally feed data to WSFC through "suspicious activity reports," which in many systems is just a check box on the regular incident report form or data input window. This is in turn sent through LinX or WSP channels)
Various military units in the area also informally participate by virtue of sharing personnel who are on reserve status and are employed by the WSFC. One of the requirements of becoming an analyst for the WSFC is two years experience in military or law enforcement intelligence analysis previous to applying for the WSFC. Applicants must secure a Top Secret clearance in order to qualify for WSFC.

Q: How did this effort get started?A: "Congressional Round Table Examines Intelligence Fusion Issues
Congressmen Dave Reichert (Eighth District, Washington) and Pete Hoekstra (Second District, Michigan)
held a round table discussion in Seattle in March (2007). Both congressmen serve on the Intelligence Subcommittee
for Homeland Security and were seeking input on how the subcommittee could help the Northwest and other
regions to establish more effective regional intelligence operations. PNNL hosted the meeting in its Seattle
office at the request of Congressman Reichert. Representatives from the Federal Bureau of Investigation and
DHS Federal Protective Services; Seattle and Bellingham Police Departments; King County Sheriff's
Department; industrial giants Boeing and Microsoft; the Washington State Patrol; and the Pacific Northwest
National Laboratory (PNNL) addressed such issues as
• Complications in sharing information because of classification levels
• Clearances for law enforcement
• State and local laws that make information easily available through Freedom of Information Act
requests
• Sustainability of fusion centers and the federal role
• Technology vetting and validation
• Technology testing and evaluation in partnership with analysts and detectives
• Need for an “analyst academy” to establish a foundation for analyst training nationally.
The meeting went over the time originally allotted, with both Congressmen actively engaged in the
discussion. The Seattle Police Department and King County Sheriff were particularly interested in the
technology issues and stressed the need for both a technology clearinghouse and a testing and evaluation
capability for the planned Northwest regional intelligence fusion center. PNNL staff shared the need to
integrate systems, the importance of driving the technology to serve as a force multiplier that provides
advanced data collection and analytical tools, and the opportunity to be forward thinking in considering
regional intelligence on all crimes. Staff also pointed out that the presence of thousands of high-resolution
cameras and new sensor systems in urban areas creates major new challenges while providing the
opportunity to dramatically enhance prevention efforts."
